What pad you're using? Try switching to xinput.
And most importantly switch to Duckstation.

Much newer and better ps1 emulator.

 

i already said what pad i'm using it's two joy-cons and if you mean what pad i'm mapping them to it's the dual-shock

 

Sorry somehow I missed that, like I already said try switching controller input to xinput or dinput, you may also try other emulators or games to see if the joysticks work like Duckstation.
Other than that I sadly can;t help as I don't own joycons so I dunno how well they work with windows or whatever system you're using.
