That's going to be very hard to do.....the black ring is almost the same color as the background. Photoshop isn't that smart Best bet will be to use the "extract" tool, clean most of the background out, and just do a manual touchup around the hard part.

well.. that looks like its using 10-15 frames... animated avatars that use that many frames are usually quite large

I got bored and did this..

500x100 chunk of irc, motion blurred with about 13 shapes to make up the "smileys" and a mix of 4 different fonts (perfect dark, neverwinter, tahoma, and i forget ). Looks pretty cool if you ask me, and it's definatly not my best work.
