My game is running at 80-90 frames a second when it should be running at 60 FPS. How do I slow it down?

It's more complicated actually. Whenever you turn the Dreamcast on it reads the needed region info from its flash memory and boots using a specific configuration (that depends on the console you have and the BIOS settings you changed). Some games use that configuration while some others ignore it and use their own configuration.

Now you might ask "what does all that have to do with the VPS?". Well, the VPS limit is part of that configuration. :p

If the audio plugin is Chankast's. I don't recall the Chankast plugin having any audio settings.

Tried it on a PC with AMD Dual Core processor, 2 GB RAM and Ati HD 3850.

The games ran too fast on it. Then using AA and AF max settings, there was no lag; the fps limit was like the desired normal limit.
Yeah, but he stated he was getting around 80-90fps. You were getting much higher than that with a 3850. If he has a lower graphics card (which I am 98% sure he does) the hit could be much worse. So while this may have worked for you, odds are for most people it will not have the same effect. Not to mention that there are some games that do not like it when AA and AF are turned on.
