It's actually working way better than I expected, playing around now and the only problem I seem to be having is slightly choppy movement and very choppy audio in large areas.

In small areas like classrooms everything works perfectly. Using 2.65a and the following setup:

So I was wondering if anyone out there uses a setup that can make the game run smoother. Thanks in advance.

Also I'm new and a first time poster, so if I broke several forum rules and regulations with this post please go easy on me :???:

I can assure you, you haven't done anything against the rules yet. If you're concerned, you can skim through a few closed threads for info on what not to do, though.
As for your problem: setting the Sound output on Digital Mono and the sampling rate to 10kHz might bring you a few %. You might also try NGZoom and No$WTT from this thread.

I am afraid this emu is not very tweakable when it comes to how well a game runs.

As for NO$WTT, the readme files that came with it was in symbols and the such. Anyone mind explaining to me how to use this application?

EDIT: Nvm, the instructions was the forum posts. It tells me to run NO$WTT and then run NO$Gba while NO$WTT is still running. Although I tried to run NO$WTT and this is what came up.

Also strangely enough this game is running at full now. Could be because I restarted my computer.

It could. But no$gba does not have any multicore optimisations and thus only one 1.83Ghz core is being used, which whilst acceptable is not exactly as good as you thought it was. Add to that, that it's running Vista (which is fine if you have plenty of power to throw at it like my Q9550 does, but lags weaker systems) and it explains why you have some performance issues.

There are certain issues with the emulator also which cause some games to run choppy for no good reason and regardless of the specs...although I am not sure if it applies in this case.

Anyways, you have tried everything you can do, live with it, or play on a different emu or simply on your DS as at this stage that's simply the state of emulation of no$gba.

if the .dll is part of no$gba (i don't know) you need to have NO$WTT in the n$gba folder. Otherwise you need to get Hmemory.dll and put it in there with no$wtt.

Could have been vista's crappy security settings that deleted the .dll too.

Your specs are fine though, my processor is a dual pentium and i have no speed issues with no$gba thus far. Maybe some running FF4, but not much.

The No$WTT link in the stickied thread misses that file. Google for No$WTT and you should find a bundle of both PMP and WTT; both working.

The error message can't be more clearer that that can't it? >_>

In case you don't understand, you are missing the HMemory.dll, like what Ignis said. You have to put the no$wtt.exe, no$wtt.ini, as well as the HMemory.dll files in the same folder as your no$gba folder.
