Top screen is 400x240. However, given that the 3DS outputs an image for each eye, the console is actually doing that twice(which is why they say 800x240).Edit: never mind, the screen resolution is 800 x 240. I wonder why the weird horizontal res... but... ah well, probably for 3D. Perhaps games will run at a more realistic 400x240 since the screen does not look like it is that wide. Then that means it'll be running at a resolution lower than the PSP still.

Japanese technology firm Digital Media Professionals sent out a press release confirming that they are the providers of the graphics chip for the new Nintendo 3DS.
This chip is called the PICA200, an older GPU (it's from 2006!) that DMP says provides "high quality graphics" with "low power consumption". Handy for a handheld, that! Because it's older, it's also presumably cheaper than something more cutting edge, and we all know Nintendo likes to keep production costs at a minimum (as the company sells hardware for a profit).
