I had this idea too a few months ago and tried both versions of a few games. There was no speed increase at all that I could see. An example is I would get 50/60 FPS in one game, but in the PAL version I would get ~43/50. So even though I could get 50 fps in the NTSC version it didn't matter
 
Not sure how well this relates, but I know that in at least one case, the PAL version works while the NTSC version does not: just rented Way of the Samurai 2 to try on the emulator after remembering that it is listed green in the compatability chart ... no go. That was for the PAL version. The NTSC version freezes a few minutes in ... (sigh). I have no access to a PAL version anywhere so no Way of the Samurai 2 for me.
 
hockland, that is a common misconception. a ntsc version runs more frames per second, but each frame moves characters a bit less than the PAL version of the game. so in one second, they both move the characters the same amount; but the PAL version has done it in less frames.

insane111, we're not talking about getting more FPS in the PAL game. we're saying that if you get the same FPS in PAL and NTSC (like if you were running both games at 50FPS) the PAL game would run faster.

john rarris, that is more a compatability issue rather than a speed issue. I believe lots of times the PAL and NTSC versions just need certain patches to make them work. like PCSX2 might come with a built in patch for an NTSC game, but lack the patch for the PAL version. so for the game to run, you need to make a custom patch.

edit:
skoreanime, it won't be noticible if your running a PAL game at 50 fps and a NTSC game at 60 fps. but say you run both games at 40fps, you will notice the PAL version being faster.
 
yeah, its stupid that the consoles arn't region free. i don't really see why.
 
Has anyone actually played both the PAL and NTSC of say, FFX? Is the 10FPS difference noticeable?
I have both the NTSC and PAL versions of Monster Hunter (Imported the NTSC version to play online with american friends) They both run at around the same speed percentage, NTSC is better though as it has more frames, thus slightly smoother when both running at fullspeed.
 
Plus on the non frame rate/speed side of things, theres a few games here and there with major gameplay differences between the PAL and NTSC versions.

Resident Evil Code Veronica has easier game modes in the NTSC (Jap) version as apposed to the PAL version for example. I`m basing the above statement on comments in a faq on gamefaqs.com. Though I`m sure theres many other examples.
