I recently tried to transfer my entire ePXSe folder from my old PC to new (just by copying entire ePSXE folder onto flash drive and pasting onto new PC), but my save state/memory cards were not working on the new PC. I came here and searched for help but many had the same problem with no solution.
Finally found out why and solved the problem!
Not only do you need to copy the entire ePXSe folder, but ANOTHER folder located here:
C:\Users\YOURUSERNAMEHERE\AppData\Local\VirtualStore\ePSXE
Located here are additional ESSENTIAL files for your save states and memory cards. So copy this folder and paste into same correlating folder on new PC. If you cannot see this folder, you need to enable seeing hidden files.
