Strange integrated PS1 devkit

I found an interesting PS1 dev kit for sale on e-bay, i always thought PS1 dev kits where just green or blue Playstations with 8mb of RAM

a complete Playstation Develpment system.
When installed and set up on any PC with 2 ISA card slots (most old Pentium I systems have at least 2 and can be purchased cheaply - the system is very self-contained on it's own cards so it won't run slowly!), you can make your own Playstation games!
This exact kit was used for a developer (that remained unnamed by the person who sold this to me) to design and create Playstation games, ones that were on the commercial market.

What's included is

-DTL-H2000 ISA card
-Accompanying ISA card (playstation emulator card)
-External Playstation disc drive & connecting cable
-External Playstation interface (memory cards & controllers)
-DTL-H700 Macintosh sound card
-Psy-Q CD Emulator card (also ISA)
-Driver & Utils CD
-Connectors to make the "accompanying ISA card" to output to a Television, not yet wired in (not a difficult or lengthy job - Pinouts should be on here)

hmm...ISA i havent had a computer with ISA since the K6/2's.

does anyone have anymore info on this and how it works?
