First off, we need alot more excitement. This can be achieved by setting up a massive internet block party. This PARTY HAS TO MAKE THE FRONT PAGE OF REDDIT.

Sorry for the informed optimism (aka pessimism). But, can I trust you? Really. This place was so very different from what it is now, and general consensus is that you, the administration have failed.
Sorry, but results are the only thing that will convince us oldest members of the forum. Plus. How is this going to work if the forum itself is broken?
 
Site ain't really dead, the oldies and regulars often hang out in the open discussions sections of the forums, but there's still quite a bit of activity in the various emulation specific ones, its just that most people there like to keep to only using that.

EDIT: Btw i'm honestly starting to understand why the forum doesn't receive that many new comers... you put way to many restrictions on a new user to be honest...

Restrictions? Unless they are new then idk. I was posting links and vids within my first week of registering. Never had any issues or anything.
 
The community really needs fresh content and to expand beyond just emulation. Maybe try to propose new projects be hosted here, something that will drive traffic? A lot was lost when Dolphin, PCSX2 left and NullDC is no more apparently. All the exciting projects formerly hosted and driving traffic here dissolved from Ngemu or or no longer being developed.

When the conversion to Xenforo occurred the front page went missing. It would be nice to get a new front page system up to showcase articles, news and offer downloads. Pipe down with restrictions on new members and advertisements. With the site formerly being as active as it was so many advertisements were unneeded. Just a couple banner ads, one at top and bottom would've likely generated enough revenue and no one likes over the top obtrusive advertising. New members don't need moderation, if there's too much spam and not enough staff on could always get some more mods, smods on board or implement other anti-spam measure that wouldn't inconvenience members.

Keep Xenforo, last I checked VB went to crap since v4 and internet brands taking it over. Xenforo is the way to go; it's more stable, robust, clean/sleek and performs better.

Personally i'd go with:

1. Login Issues
2. New user 1st post moderation (i moved this up only because among the problems this should be easily/quickly fixed)
3. Permission errors
4. fixing up the broken ngemu member counter (so the forum doesn't appear like a ghost town :p)
5. Attachements.

In my case i havent had a single issue registering, then again my email is fairly new. As for attachements i think rikki can offer more input.
