I mean really, if your machine isn't at least a one gigahertz, your not going to get speed. As for your problem, if your video card is a very nice one, use Pete's DirectX 7.0 plugin. If you have a crud piece of video hardware, you should try using Pete's soft GPU, and use it in 16 bit, and turn down the colors. FF9 was quite slow on my old AMD-K6- 500 cpu, and I'm sure it's even slower on your machine. Get all the Memory handler software to speed up your system. You can actually find a good one right
