Hmm, here's a risky suggestion......

Try downloading a program called speedfan, it's a program that can control the speed of the fans that are running in your system, heck, you can even turn off the processor fan in real time using that program (Kinda scary to see at first but neat.... )

So just download speedfan and if it supports your system, just set the fans at a lower speed.

Then the problem is the CPU cooler, the most easily explainable reason is that the processor and the heatsink/fan is not connected properly to each other.
