Having trouble running all of the following at decent frame rates (except Ultimate muscle plays perfectly)

1080 Avalanche
F-Zero GX
Mario Kart Double dash( also no sound)
Mario Power Tennis
MGS Twin Snakes
Resident Evil 0
Resident Evil Remake
Both Star Fox Games
Wave Race Blue Storm
Freekstyle

According to my specs i should be able to use the dolphin emulator correct? I currently use Dolphin SVN R 2962. Specs are in my sig

Sorry, but there's no mistery to your framerate. Get a better PC or wait until the emu is more improved. Dolphin is a work in progress.

Yeah well, but to expect "better" framerates the only way to get there is waiting... or upgrading. Even more if he isn't expecting to use "Tetris" only (some heavy titles on that list).
