Hey!
After I configure my video settings (say changed resolution, clicked on the "window mode" option button, etc) and click on OK, my games do not display any of the changes that I made. Furthermore, when I change all of my video settings, click on OK and then get back to the configuration window none of the changes that I made are there.

It's like ePSXe doesn't remember my configuration settings and always uses the default ones no matter what I change or do, it always gets back to its default settings.

I thought it could be a problem of folder location/name or even video plugin and I have played around with those parameters but nothing (I tried with all Pete's plugins, set the epsxe folder in the desktop, C drive, etc)
I also played with compatibility modes, because I'm on a Vista.

I don't know what else to do, can anyone help me with this? I'm pretty sure this should be fairly easy to solve although it remains obscure to me :S

Never mind. I solved this problem a while ago and figured some people may need the answer to this.
Just run the program as an administrator (right click on the epsxe exe, properties->compatibility->Run as administrator) That is the only way to make epsxe remember ur settings at all. If you don't have administrator privileges on a Vista then I guess u're screwed.
