Most types of audio media are allowed for playback on a webpage. Really, it's easy. < BGSOUND SRC="file.mp3" LOOP="Infinite"> would even do the trick. Of course, I would highly advise against this. Dialup users would have one hell of a time waiting for just the background sound to download while waiting for your page to load.
 
Thats not a good idea putting mp3 files as a background sound. The page will take too much time to load.
 
If you really MUST do it...lower the bitrate causing the file to decrease in size, permitting it to be downloaded easier.
 
How about making a mirror page. Maybe you can make a plain HTML page for people with dial-up and a multimedia-enhanced page for people with broadband, and you can include the MP3 in that page only. A lot of sites offer flash and non-flash versions of their web page because flash might slow down some people's computer too much.

That's a very good idea. less bitrate for dial-up and more bitrate for High-speed
