Hey everybody, I recently got the no$gba and a rom of Pokemon HG. When I tried to play it, I encountered the infamous black screen, but I managed to fix that. When the introduction part ends and the actual game begins, no$gba runs at approx. 90 % and my character walks very slow. The sound lags from time to time, and especially if I open an internet page.

So I was wondering that it might have something to do with my laptop's specs. Here they are:
AMD Turion 64x2 Mobile Technology TL-64 2,20 GHz
3,00 GB RAM
NVIDIA GeForce 8400M GS

I don't know if this is sufficient... I honestly know donkey balls about computers...

It IS the laptop. I know that's a dual-core but no$gba is not dual-core optimised so it runs on a single 2.2Ghz core so yeah your laptop is a little weak. I had an Athlon64 3700+ which runs at 2.1Ghz but is a single core to start with and 3D Pokemon games ran pretty much identical to what you described on it, other games that had less 3D though ran fine.
This is also clearly shown by the CPU usage spike from opening websites affecting your emulation speed.

schimi_4ever is right, my advice is you play with the speed options in the settings tab F11, *2,auto is good and 10%disaster if push comes to shove,

also (this will make no$ more unstable) but u can hit ctrl+alt+del and go to the processes tab and r.click no$ and set the priority to high (dont put realtime, or it'l crash) also if u have vista make sure to close the sidebar, all programs running on background and for the love of peet dont have windows open esp Iexplorere/firefox while yur running any emulator.

these tips should help you sqeeze the ram outa yur pc,

everone does this, its just that people arent willing to be bothered to type it all down

-and um mister?. laptops arent for romming!
unless its an alienware/supedUp laptop

-people who emulate, build their own pc's

dont bring cookieCutter pc's here boy!

Cut out the snide remarks PRprince. Theres laptops these days that pack a major punch as strong or even stronger than my system in my sig.

No it's the laptop, yours must have a newer much better processor despite the lower clocks.

I thought as much because Core2Duo's are more efficient than old Athlon Turion X2s
