Seeing as every single screenshot has japanese characters all along the bottom, I'm going to take a total wild guess and say "no."

oh my, looks like i made a magnet here lol.

going back on topic, its japanese but most of the the menus are in english

Hmm.
Does the computer need to be in Japanese regional to run this?

EDIT: Solved. It needs to be Japanese during install. It isn't necessary for patching, but it would be preferred. (AppLocale can't be used for install..but maybe for patching)
