Your boot disk(c?) is bad. That or your drive is bad. Is this a floppy boot disk or a CD boot disc?

If it's a floppy, it's probably a bad disk, but just in case... any chance your floppy's access light is always on? My little bro had his in this condition for over a year (people really don't use those things). It usually just means you've hooked up the ribbon cable backwards. Usually doesn't damage anything (unless you bent some pins), but your drive won't work.

Win98 usually had boot features on cd. If u want to install win98, why dont u just boot from its cd?
I/O Error Replace Disk to Boot
This usually happened because of bad disk as KillerShots said. Anyway if u success booting through win98 cd though, u cant access ur hard drive since it in ntfs.
