I'm currently running an Intel Q6600 2.4Ghz with 6GB of DDR2 with a GeForce 8800GTS 320mb. I'm averaging pretty steady playable frame rates of 17-20fps in "Resident Evil 4: Wii Edition".

I was wondering if upgrading my GPU would do much to boost performance, or is "Dolphin" bottlenecked more by the CPU or the software implementation of the emulator itself?

No. A CPU upgrade would make a difference though. Dolphin, for the most part, is often CPU limited unless the GPU used is really crappy.

You could try OCing your CPU.
