I have a laptop with the following specs:

CPU: AMD Turion x64 @ 2.00Ghz - FSB 200 MHz
RAM: 2GB DDR2-667 (333Mhz)
GPU: nVidia GeForce 7000M/nForce 610M, 256MB
OS: Windows 7 RC 1 (Build 7100)

I get the feeling these specs hit the recommended but I still can't get constant 60FPS using the nullDC PVR plugin... Is this normal? (I have only tested DOA2 and RE: Code Veronica)

Laptops are not meant for playing, they are slower in every (gaming) aspect.

That spec is fine for a pc, but not for a laptop i'm afraid.

Are you kidding? Thats like saying a pc with a larger case is better regardless of whats inside it. The newer version of the nulldc plugin is very gpu intensive, try using the Chankast video plug-in or the older version 1.6b of the emulator

its not a FSB, there is no FSB on the K8

its a Base Clock, which is then multiplied using a base multiplier to reach the actual Clock rate, and DDR rate.
