its the rendering engine itself. supposedly one of the features of Firefox's compositor will work towards minimising if not eliminating this.

Webkit sucks worse 
the problem is, images, be they background or foreground are redrawn everytime you scroll, and none of the browsers redraw fast enough that this is not noticed.
