[Windows 7] Flickering in screen during browsing.

I got Windows 7 (Dual booting with Vista just in case) running here, everything's nice and working good.
That is, until my issue occurred.

Whenever I try scrolling up and down through pages or when hovering over links, the colors on the background seem to flicker/refresh, whatever you want to call it. This only occurs with darker colors. I don't witness it with light colors. This problem was not happening in Windows Vista. Needless to say it's EXTREMELY annoying when browsing sites like Essence which has a dark layout, and tons of other sites have darker colors really, so yeah, I need a fix.

System Specifications:

• Graphics: ATI Radeon X1650 Pro (AGP)
• CPU: Intel Pentium Dual Core E5200 (2.50GHz)
• Memory: 2GB DDR2 (667) RAM
• Motherboard: AsRock 4CoreDual-SATA2
• PSU: ASUS A-45GA 450W
• OS: Windows 7 Ultimate (RTM Final Build 7600)

Things I already tried:

• Googling! (Too bad nobody had this specific problem).
• Updating Drivers.
• Updating Windows.
• Changing the Monitor Refresh Rate. (Higher and Lower).
• Disabling Windows Aero theme to test it in Windows's Basic Mode.
• Trying a different browser. (Originally using Firefox, but tested in IE as well to have the same results.
• Updating Firefox to the latest version.
• Configuring the Catalyst Control Center to either [High Quality] or [High Performance] or [Balanced]. No success.
• Configuring the Catalyst Control Center exactly the same as it was in Vista. No success.

I'm pretty much stuck here, because regardless of what I have tried so far, I've had no success at all so far in fixing this annoying problem. It's even more annoying that it doesn't occur in Vista. I also asked several other people as well, but nobody knew what was causing this. Hopefully someone here might know what the problem is.
