wii ware graphics plugin?

like you know dolphin's video card needs an advanced video card (256 MB, pixel shader 3.0 etc.)
i think that someone can develop a plugin for 2d wii ware games
these kind of graphics wont require a powerful video card and wont use too much resources

also who are looking only a wii ware emulator wont need a super computer to be able to play these kind of games
