By Dev-C++, you mean mingw. It's one of the best in my opinion, but nothing beats gcc.

Dev C++ should be able to compile the code.

What kind of error messages are you getting?

I program straight ANSI C since most of my C apps are deployed in both Linux and Windows. Dev-C++ compiles them out of the box.

Ooh boy.
That's an entirely different topic.

Get completely comfortable with programming principles first. Might take you a couple years to get good enough to consider emulation.
It takes time, which will depend on you and the amount of effort you are willing to put in.
I'll put some money on the table and say you will give up on emulation in your first week. ;)

I do believe he asked what the best ANSI-C compiler was best, not what IDE. All you guys have offered him thus far is IDEs. As for my bet I'd say the best possible ANSI-C compiler is gcc, its fantastic and packed with options other compilers won't have.

Shin_Gouki wasn't kidding. Try a Chip 8 emulator first. That ought to give you a general feel on how to emulate. Though I'm not sure where to get resources on that thing, but I'm sure that Google will be helpful.

@Zenogais: Hey, I told him about mingw. :) Come to think of it, what do you guys use for your emulators? C or C++?
