Remove texture filterings and hi-texture modes and the issue should disappear.
If you want pretty sprites, your best choice is PEOpS Soft and a scaling filter.

Weird Sprite Errors
I've recently felt like revisiting my childhood and playing Mega Man 8, however, the game has a little sprite error that is just visible enough to annoy me. It's no major game-breaking problem, it's just a minor annoyance. I was curious if there was a way to resolve it.

Yep, that's it.
Used two different plugins with a variety of settings, Pete's OpenGL2 plugin obviously worked the best, but there's still the issue of a little black hole tugging on Rock's face. No amount of setting tweaking has been able to fix this for me, I've tried both extremes, as in the lowest and highest settings for everything, and the middle ground as well.
Using two Radeon 3870's in crossfire, if that matters any.
