No, because this emu doesn't have enough Wi-Fi to trade Pokémon or connect.
None of the 3 DS emus have enough Wi-Fi to bypass the confirmation of Wi-Fi (in the Continue/New Game screen) of Pokémon Pearl/Diamond/Platinum.

And if you are talking about GBA capabilities the same applies, no$gba can link GBA games on a single system but for a LAN or internet (which through the use of hamachi becomes a LAN) connection you will have too look at VBA Link.
