you're kinda correct not everyone can build electronic devices. these adapters are some of the easiest things to build tho.
the 2nd problem is only if you build a direct pad pro adapter. you can build the usb adapter yourself as well (even with both PSX and N64 pad interfaces):

however this one requires programming the microcontroller (source code available, just need to assemble and upload it), or buying a preprogrammed chip.
