Have you tried running DIRECTLY from the cd-rom drive?
Try posting your video, sound, cd-rom plugin configs so we can better analyse the situation.
its not my settings.. has anyone been able to run tomb raider on epsxe 1.60?
it needs some kind of patch file i think?
Err...you haven answered my question.
Unless you can provide details, I am afraid I cannot help you.
i have tried running it from cd with no change i have mounted the image with no change i have tried diffrent video plugins and sound plugins with no change..here are my settings:

video Pete's OpenGL2 Driver 2.6
sound ePSXe SPU core 1.5.2.
cd P.E.Op.S. CDR Driver 1.4

amd athlon 1.4 ghz
256 ram (which i know is low but is not causing this)

Using Alcohol 120%, create an image of Tomb Raider using the 'Playstation' preset.
Then mount it using the Mooby2 CDR plugin which can be found here.
