I don't think there is any patch that will speedup tekken 3 on VGS, but you might want to try www.aldostools.com .

otherwise you might want to try the game in any of the freeware playstation emulators.

Use Iori's v1.4 SPU and a fast GPU. The game runs > 60fps on my system.

Uh...that isn't going to help in VGS.

Try using VGS 1.3. And turn the music off. (Its XA audio, sometimes slow)

You can always try using an ISO and Daemon Tools.

Tekken 3 runs pretty smooth on my system but I do notice that it slows down in some scenes (transparent hit effects). It doesn't really get in the way of gameplay though.
