That DMA Chain fix is just used to stop the stuttering pause at the end of each fight.
As for the slow down on it I'd say try an ISO or turn down whatever graphic goodies your using.
This is my graphics config for tekken3 if its any help (doubt it) =

You didn't post the complete COPY INFO: you chopped off the important stuff, the actual plugin settings! Post those please.
Tekken3 uses streamed XA music during fights, which can be jerky on some CD setups. Try running it as an ISO to prevent that from happening.
As for my plugin settings, FBA should be set to WRITE, and OSD should be set to EXTRA (you may get away with BASIC, not sure).

the epsxe core has timing problems for few games.

but you can set the emulator to PAL, but set video plugin to 60fps, the game will be a LITTLE faster.

Kinda threw me off there.. hehe.. But multipass will slow down the fights even more.. I get about 50-60 fps with multipass and 60+ with bright and dim.. One thing to try is to use different spu pluggins or cd rom pluggins... Just do some testing.. There is a timing problem with Tekken 3.. Sometimes it plays slower than what the fps says.. The game seems to run slower than on a real psx even when the framerate reads 60.. Running it off an iso is a real good choice too..
