I have a Radeon 9700 Pro with the latest drivers and Vsync set to "Always On" in both Direct3D and Open GL.

Normal games work fine, but with many emulators (Project 64, ZSNES) I get mild to extreme image tearing.

Why is that / how can you prevent it?

For ZSNES, have you tried turning on its VSync and Triple Buffering options? I always get at least a little tearing in Project 64.

Do you have any idea why there is tearing in PJ64? Is that a fault with the emulator.

I tried running in 2048*1600 and still get tearing for some reason.

if you still have tearing with vsync on, then the emulator itself probably overrides that setting and you should try to find a vsync setting in the emu.
