street fighter ex2 freeze!!!!!????

when I play SFEX 2 on EPSXE V.1.4 the game doesn't even work.
When I play SFEX 2 on epsxe v. 1.2 the game freezes right at the "SCEA" logo. Why does this happen? How do I fix it?

Impact D3D video plugin
Null 2's sound plugin
