um....I guess this was a never released in america game???? I've never heard of a gba star ocean.....

Its a direct sequel to Second Story for PSX. Its pretty good, but as far as I know the translation project for it didn't get much further than 15-20%. A shame to seeing as its a sequel to one of my fav. games and since I don't know jap I'll never be able to play it.
