Speed issues with Castlevania: SOTN

I'm am playing this game right now, the problem is that in some parts, the game slows down a lot even when the fps count is at 60 fps all the time, enabling frameskipping does not help either (the game gets slow and skippy :p). Using the pete's plugins and lewpy too. And yes, using pete's soft plugin gives the same results. Anyone has seen this?

No, it was almost anywhere o_O
Anyway, i'm still testing, but I think (it might look weird) that mask bit emulation had something to do with it, or the dynamic caching...
Btw, is there any way to get the Librarian menu working, you can't read nothing on it...
