(0) please inform: sound card sample rate + bit depth

0.a right-click the speaker icon in your notification area then choose playback devices;

0.b select your speaker, then, click properties;

0.c choose the advanced tab;

Windows 10 natively operates through a mode called "Fast Startup", although it decreases boot time, some problems are persistent without proper restarting of Windows. the "Restart" option makes the machine ignore fast startup even if it is enabled and is therefore recommended here.

5.b install some libs

both libraries are originals from Microsoft and installing both is a safe process without prejudice.

to install VCpp, run the included install_all.bat with admin privileges (right click, "Run as administrator");

to install DirectX, run the executable as administrator (right click, "Run as administrator");

if the problem persists with both plugins (ePSXe GPU Core and Pete's OpenGL2 Core) after all changes, consider using RetroArch Beelte PSX. I believe that following the Safe Guide you will have little or no difficulty!

24 bit 48000 (studio) Default, Epsxe gpu core Default.

I tried everything that is said in this thread, nothing helps.

Regarding this thought, yes, yes it does!

I also had a crackling sound and varying performance. I disabled the fps limiter in the nvidia driver for epsxe and both issues were fixed.
Running W10 version 18383/19H2/1909, nvidia 1050ti and i7 8750H

Hi I am having the same issue also. I have played with many of the settings but it doesn't seem to make any difference.
I am running Windows 10 build 1903, video card Radeon R7 250X, Intel i7-8700 CPU.
