on spu2 plugin, I changed the Interpeolation to 0, default was 1, and noticed a 20 % increase in speed in games. By disabling the sound, I noticed a 10 fps increase in games.

Do you think that if I add a soundcard to my computer over using the onbard sound card, ill be able to get a better performance without the changes above?

No.

Sound and the effects applied to it are entirely emulated on your CPU. Adding a HW accelerating sound card won't make. The sounds will just... "sound better".

You'll get less audio issues if you use hardware directsound >.> since hardware buffers have less likelyhood to lag.
