It may instead indicate that Sony is going to start selling PlayStation 2 games on PSN, rather than letting gamers play the games they already have

unlikely they will neuter PS2 disc support should they follow through with re-introducing backwards compatibility, they didn't with PSone discs so no reason to do it to PS2, but that is good that they are proposing to have games available for DL.
