For mpegs you can use tmpgenc, they have a free version ( http://www.tmpgenc.net/e_main.html )
and if you want to compress and resize it you could use virtual dub

Go to the bottom where it says "Resize"
I tried it on Virtualdubmod and it works. I went to Video>Filters>Add>Resize and hit OK and you could enter any dimension you want.
