If you have it, try switching the sound plugin to Eternal SPU 1.41 or 1.50 beta 1. These plugins have better synching capabilities (if that's what's causing the lag in the sound, and having the graphic speeds normal). I had a problem in Star Ocean 2 like that a long time ago, I think it was a lack of sound-synching, but I'm not 100% sure.
