show fps flashes red

when i play games my fps is showing in top left corner but when my game lags it goes red what does this mean

also how to stop stuttering in game it plays okay to start with then stutters in random places or fps drop
do i need a new graphics card as i have a GTX 960 NVidia
think I have to use Duckstation on my sdd drive until I get a new graphics card to fix problem
Graphic card has nothing to do with Duckstation can run ps1 games even on integrated potato graphic cards.

If the issue was fixed by you moving Duckstation and or the game to another storage then most likely the previous storage is faulty.

Another way to fix it would be to enable preload the game image to RAM under emulation settings I think, but still the original storage must be faulty if it can't run ps1 games.
