I doubt it'll run much better, even with ALL of the speedhacks checked. He's extremely GPU limited, AND quite CPU limited.

Nah. The emulator needs a beefy PC to run games well. PC games make a poor comparison, because emulators use the CPU and GPU in ways that games don't even begin to touch.
