So i totally loved the cartoon shader for the ePSXe. Is it possible to have a similiar one for the normal pc games? Or other shaders that add certain effects, maybe like a glow or like bump map or something

The only thing that really comes close to delivering shaders or new special effects to older games would be the ENB series mod.

also there was a method with old drivers back in the tnt2 days but all it was things like sepia, blur or other crappy effects only in open gl games although i did enjoy the low blur effect as it blurred out low rendering resolution and low res textures of old games like unreal but you can get the same effect by hooking the comp on a old sd tv

I think ATi used to have these custom shaders allowed, but the support for it might have been cut. With ATi Tray Tools there's still the SmartShader settings somewhere.

Smartshader's were removed in catalyst 5 iirc.
