hmm, exactly every second? with fraps you can make a movie ( which is a collection of screenshots ), for example with 25 fps it takes 25 pictures per second....
uuh yea i know it can do that but it makes a MPEG of it right ? i dont know how to get JPEG or GIF from a MPEG file..
This pix might help for using FRAPS... Also, taking 1 photo per second at high quality WILL slow down your game.

Irfanview has a similar option too
Kirby, do you still have a copy of the tool I made? Seems to have dropped off the face of the earth..

Found it:

Edit: Damn, link is dead :(
well if you're using one of the older steam games (like CS, HL, opfor..maybe HL2 or CSS i havent tried yet) you can do ...hmm what is it called. "recordmovie" or something like that. whereas a demo (console command "record <filename>") makes a demo that takes up virtually no CPU usage, the movie one makes a TGA for each frame.

Was that the last build? I'm sure the program was more advanced than that. Including a caputre ever x seconds feature. Hmm..

EDIT

There was indeed a more advanced version, don't know if you ever got to see it kirby! It had the same version number though, heh. Still, it has the feature the author of this thread mentioned. Attached.
I used to use a freeware tool called wingrab, it could rip off directx screens also etc. Very configurable for batch and/or looped capturing, seems like it's homepage is no longer available though but you could possibly find it with a search (latest version I have is 1.50.09. Here is a bunch of other free ones without nags/spyware, possibly one will suit your needs: http://ftp.sunet.se/nonags/grcapt.html
I did something similar once to make an animated gif of a cool comboe I did in SFa3 on some arcade emulators.

Use aldos framecapture utility. It works by using the built in windows printscreen key. You could set your keyboard settings to 1 sec intervals for a held down keypress. Then you're set to take screens at 1 fps. ;)

Looking at the file creation date of the splash screen BMP I (ironically still) have, it was November 18, 2002 :D
