Posting a screenshot of your OpenGL config is nice, but it doesn't help much when we don't know what kind of video card you have.

sorry, I'm fairly computer retarded :)

And i figured it wasn't my video card because I've played it before on this computer and it was running fine, I just had to delete a lot of stuff, and I accidentally deleted my epsxe, and I don't remember how everything was, or was plugins I was using
