Tried another GPU plugin?

In ePSXe, Go Config--->Video.
On the drop-list, select Pete's OpenGL v1.75 (I am assuming you installed it.)
Click on Configure and you will see a list of settings you can adjust.
Select "Nice" on the lower-left of the window and press OK.
Try running your game.

Other than that, my solution for you now is to use PSXeven.
It recently released a new build with a couple of fixes.

Use ePSXe 1.5.2 or PSXeven.
