I was on the starting level on SMS, I got the waterpack and came back to go clean the paint off the airstrip. But, my speed dropped badly so I minimized dolphin for a sec and set frame-skipping to "2". I then sprayed a person and then a glitchy noise kept repeating and gave me that error message. Then dolphin crashed so I had to kill the process.
