Alternatively, use x360ce v2.0.2.160 and xinput1_3.dll 3.3.1.444 to play those

and you wouldn't get the various memory leak fixes and fixes for buttons and stuff - nor would you get help here because of it.

can you confirm that HookLL is really needed?
As an UDK based game, it should only need HookCOM

Game: Pac-Man Museum by Namco (on Steam)

Doesn't need a HookMask
Seems to require xinput1_3.dll and a copy as xinput1_2.dll

Can you confirm the game needs both files, ie, delete xinput1_3.dll and see if it still works.

Second post updated, resolutespider provided a simpler way of finding out what xinput file is needed and whether the game is 32 or 64bit.
