I have tried all the different plugins with every different setting that I can think off. But no matter what I try when the intro or CG movie of any given game plays I get big time slow down and choppy sound. I have tried enabling every option in the plugins and disabling and mixing and matching options, and different plugins and different games but the result is always the same or worst. Does anyone have any suggestions? I don't know what else to do. Can someone please help?

DMA?

Turn DMA on for your CD-ROM settings if its not already on. Clean CD-Drive with a cd cleaner (Dont just blow air into it).

or else, build an iso of the CD and try that.

If all that fails, I'm tempted to say it's your system specs.... try using the lowest possible settings for the GPU and sound plugin... if that still doesn't help, then it's your system specs.... ePSXe really pushes your system to the limits.

Thanks guy... I think you are right. I think is time to look into upgrading my system.
