Using Pete's OpenGL2 right? The problem is that some setting is trying to use Pixel /vertexshading. Petes OpenGL2 does all PS/VS using Dx9 class commands and your card is a Dx8.1 part.
Make sure all references to pixel shading are off (The 'shader effects' and 'use pixel shader for PSX texture window emulation) and try again.

yeah, sorry about that double post I just visited this forum for the first time today and when I made the post the first time I realized I posted in the wrong topic and went and posted in this one. Now I must go try your advice.

...

Yup, Kane-Sama's advice worked, though my videocards box says it can handle Directx 9.0

It's DirectX9 compatible, but it doesn't have hte DirectX 9 feature set. it's a stupid thing like the whole USB2.0 crap. Hell, an old geForce 2 MX is DirecX 9 compatible, but it doesn't even have the Dx8 feature set.
IIRC:
geForce 1/2/4MX = DirectX 7 (HW T&L)
ATi Radeon < 8000 = DirectX 7 (HW T&L)
geForce 3/4Ti = DirectX 8.0 (PS/VS)
ATi Radeon 8500+ = DirectX 8.1 (PS1.4/VS)
geForce FX 5xxx = DirectX 9 (SM2.0)
ATi 9500+ = DirectX 9 (SM2.0)
geForce FX 6xxx = DirectX 9.0c (SM3.0)
