I recently beat the Elite Four on Pokemon Leaf Green but I Cant get into the cave near Bill's house (I can't remember the name of the town). Can anyone please tell me why I can't get into the cave?

you have to go back to professor oak and talk to him,... and i think theres another event that has to be triggered....

14. Mewtwo and the Cerulean Cave
To unlock the Cerulean Cave, you must have the following:
- Beaten the Elite 4 at least once
- Have gotten the National Dex
- Have given Celio the Ruby and Sapphire plate

Once you have done those, the guy blocking the entrance will leave. Proceed into the cave and make your way through to Mewtwo. He will be at level 70; bring Pokemon that are at levels 50-70, some Ultra Balls and Timer Balls, and a Pokemon to make Mewtwo fall asleep. Dwindle down his HP, make him fall asleep, and keep chucking Ultra/Timer Balls until he is caught.
