OK I have been trying to play Final Fantasy IX for a while now and I keep getting a few jumping problems with the game like when a battle begins, I wan to know if this is normal and fixable. I believe the problem is in the video card and I'm using Pete's D3D Driver 1.77 with these specs

Those are not your specs. They are your plugin settings. Your specs would be your CPU brand/model and (more importantly) your GPU brand/model.

According to the laptop specs you've got an Intel Graphics Media Accelerator X3100.

These "GPUs" don't handle framebuffer effects very well. You may want to try out Pete's OpenGL (not OpenGL2) plugin. The P.E.Op.S. plugin will definitely get rid of the "jumping", but the graphics quality will be lowered.
